FOX 29 Investigates: City Highway Engineer

    PHILADELPHIA - Three months after a FOX 29 investigation, a top official in the Philadelphia Streets Department will likely feel his wallet getting lighter.

    Kevin Koch was the chief highway engineer of the department, but not anymore. FOX 29 Investigative Reporter Jeff Cole has the story.
