The shelter has named the cat "Sticky" and the cat has recovered from its wounds.
Some cat fur was removed when the tape was cut away from the feline.
But Sticky mostly purred and did rollies during the live Tv interview.
A woman found the cat on the 2200 block of Edgley Street in the city's Rhawnhurst section Tuesday afternoon.
The tape was wrapped around the cat from her tail to her neck.
"This is a very very very sweet cat," says George Bengal of the PSPCA. "I can't imagine someone doing this to this cat. I mean, this is a domestic cat. Obviously, it was owned, it can be handled very easily."
If you know anything, you're asked to call the SPCA’s Cruelty Hotline at 1-866-601-7722.
