PHILADELPHIA - A Philadelphia grand jury will investigate the fatal shooting of a 21-year-old man, allegedly by an off-duty police officer.
District Attorney Lynne Abraham and Police Commissioner Charles Ramsey made the announcement Thursday afternoon on the Nov. 21 death of William Panas Jr.
The shooting occurred amid a brawl on on Elkhart Street in the city's Port Richmond neighborhood.
Police initially said Officer Frank Tepper fired in self-defense as he tried to break up the street fight.
Family members say the shooting was excessive force. Some neighbors say the fight spilled out of a party at the officer's home.
