PHILADELPHIA - Cash-strapped cities are trying to make money any way they can, and in Philadelphia it's no different.
According to reports, the city wants to charge bloggers $300 for a business privilege license.
But for many bloggers the website is just a hobby and doesn't even make enough to cover the $300 fee.
