After a bloody start to the year with two dozen homicides, it looks like Philadelphia Mayor Michael Nutter will offer a plan to combat the violence.

The latest murder is also attracting the attention of the FBI.

Police say 33-year-old Rosemary Fernandez Rivera didn't stand a chance when a masked gunman walked into her grocery store Monday night and shot her four times in the chest.

Now, her friends are too afraid to show their faces on camera.

Detectives say Rivera had a reputation for chasing drug dealers off her corner, and she was not robbed.

She was also questioned just last week as a possible witness in a November 25th homicide in which 22-year-old Jorge Aldea is wanted as a suspect in that murder.

Fox 29 has been pressing the mayor for weeks now about his strategy to stop the homicides that have rocked the city this month.

Now the mayor says he'll release his plan Thursday.

Sources say he's expected to ask for 120 more officers this year on top of 120 set to hit the streets this summer.

No specifics yet, but Nutter also wants to aggressively use reward money to help solve cases and crack down on illegal gun traffic.

Councilman James Kenney has is suggesting we go after gun dealers, selling guns out the back door.
