Former Cop Faces Trial On Murder Charge

PHILADELPHIA - A former Philadelphia police officer is headed to trial on murder and related charges.

During a preliminary hearing Wednesday, a judge ordered the charges against former Officer Frank Tepper held for trial.

Tepper, 43, is accused of gunning down 21-year-old William Panas Jr. last November during a Port Richmond fight.

A witness testified Wednesday that Tepper, who was off-duty, pointed a gun at one man before shooting Panas, who had just said, "He's not going to shoot anybody."

Tepper claims he was attacked outside his Elkhart Street home and acted in self defense.
