Is Philadelphia The 'City of No?'

PHILADELPHIA - Last November, a report was released that detailed the problems would-be entrepreneurs face trying to establish themselves in Philadelphia.

The city says that report was biased, but admitted some of its systems need work.

Four months later, Fox 29's Kerry Barrett found one local business owner who says there's still al lot more ground the city needs to cover.
