The owners of Pennsylvania's four casino resorts are threatening to sue the state for a return of their $50-million license fees.

The owners of SugarHouse, Foxwoods, The Rivers and Mount Airy casinos said that's only if the state lets miniature resort casinos add more machines.

The four big slots parlors said that expansion would violate their original agreement with the state.
