PHILADELPHIA - A snow emergency is now in effect for Philadelphia.
By 11 a.m., about 275 schools and other groups around the area were reporting cancelations, delays or early dismissals to MyFoxPhilly.com.

Streets Commissioner Clarena Tolson stopped by "Good Day Philadelphia" Thursday morning to discuss the city's plan for the fourth major snowstorm of the season.
Tolson said the city is poised and ready to tackle this latest snow storm, which she said will be "tricky."
The snow emergency, which took effect at 9 a.m., means all cars parked on snow emergency routes must be moved. Tolson explained that involves 110 miles of roadways.
Tolson said "it's a long process" to clear of the city's roads, she hears complaints from all regions of the city and understands residents' frustrations.
Most city services will be open, but trash pick-up for Thursday and Friday has been delayed so those trucks can be converted into snow plows.
The city is offering special discounts for garage parking during the snow emergency.
Starting at 4 p.m. Thursday, you can park at one of the Philadelphia Parking Authority's five Center City garages for $5 all day.
They include the garages at 16th and JFK, 5th and Market, 10th and Ludlow, 10th and Filbert, 8th and Filbert, and 2nd and Sansom. The $5 rate ends Saturday morning at 8 a.m.
