SMYRNA, Del. (AP) - Corrections officials say an inmate has died at a Delaware prison after a long illness. The Department of Correction said in a news release that 58-year-old Joseph Bostic of Harrington died Monday in the infirmary at the James T. Vaughn Correctional Center near Smyrna.
DOVER, Del. (AP) - The Delaware auditor's office says regular noncompliance by top state officials suggests that changes are needed in rules regarding out-of-state travel and use of state credit cards. A report released yesterday shows occasional noncompliance with the existing rules by the governor, transportation secretary, state treasurer and former deputy treasurer over the past couple of years.

WILMINGTON, Del. (AP) - New laws aimed at strengthening animal welfare in Delaware are set to take effect. One of four bills to be signed by Gov. Jack Markell today gives the Department of Health and Social Services oversight over animal shelters and requires shelter inspections at least once a year.
