There's more trouble for the tiny Borough of Colwyn.
A local businessman says he hasn't been paid for bullet proof vests he sold to the police department and he has slapped liens on borough property for the unpaid bill.
Dusty Rhoads, of Norwood, says he won an $8,600 judgment against the borough in November and is taking action to collect his money.
On Tuesday, two state constables placed liens on borough property and served notice of an execution sale.
Items possibly up for bid include a car, a dump truck and a flat screen TV.
Rhoads says some of that property could be his if the borough doesn't pay.
