It happened near Frankford Avenue and Church Street, and there were so many witnesses that at least two of them whipped out cell phones and started shooting video.

Cell phone video was given to FOX 29 of a violent arrest involving 15th District police officers and 18-year-old Marcus Warryington, of Kensington. You can see two officers holding Warryington against the police car in front of a church at Paul and Ryan streets.

After a few minutes, two more officers arrive and force Warryington to the ground. Then, one officer hits Warryington six times with a baton while another officer has his foot on Warryington's head. At this point, Warryington remains on the ground, he is not handcuffed, and then he is hit again with the baton.

Police say they witnessed Warryington walk away from his crashed car. They say he resisted arrest. His family says he was beaten to the point where he has staples in his head.

Philadelphia police Commissioner Charles Ramsey watched the video and says the four officers have been taken off street duty while Internal Affairs investigates

Warryington's mother, who did not want to be identified, says her son did nothing wrong.

Warryington is at 15th District in custody, and two of the officers suffered scratches and bruises to their faces.
