Neglected Horses: Why Is This A Problem In Philadelphia?

PHILADELPHIA -
It is an everyday occurrence on the streets of Philadelphia: abused and stray animals. But we are not talking just cats and dogs. We are talking about horses.
Unbelievably, there is no law or regulations against anyone owning a horse anywhere in the city - even an apartment.
While Philadelphia's politicians are always busy raising taxes, raising fees and raising fines, no one has raised any proposed regulations to prevent what was witnessed today in a tiny backyard of a North Philadelphia row house.
Two horses. Underfed. Ribs and bones showing though their hide and fur.
There was no shelter. They were out all last night - in the rain.
This morning, they were out in the hot sun, tied to a fence.
No food.
No water.
No owner anywhere around.
There is no law against owning a horse in Philly. You do not need a minimum amount of land, like the five acre minimum in Bucks County. You do not need a license or a leash - like you do if you own a dog.
You do not even need know how to properly care, shoe and feed a horse. No local corner convenience stores stock bales of hay on the shelves.
These two horses were left to graze on the few weeds left growing through the cracks in a sidewalk. That is it.
The PSPCA says that they probably see one or two cases per month involving cruelty to horses IN the city of Philadelphia.
Neighbors will tell you seeing so many abandoned homes and abandoned cars breaks your heart, but coming across an abandoned horse on a inner city street, will break your heart.

It feels like summer out there. We're expecting milder temperatures than yesterday: highs in the mid 80s. Just like summer, it'll be humid, with a chance of a few spotty showers during the day.
This pattern stays in place until Thursday, when strong thunderstorms usher in cooler air for the holiday weekend.
