NORRISTOWN, Pa. -

A retired police officer from Montgomery County is in big trouble, accused of drug trafficking.

Pennington worked for the Norristown Police Department for 30 years.

Investigators say they caught him buying drugs in the Plymouth Meeting Mall parking lot on Tuesday. Among the items they found in his car were drugs, digital scales, other supplies, cash and a loaded gun.

District Attorney Risa Ferman says Pennington would also carry around his badge, and he thought he was above the law.

"People are afraid. They're afraid to report him, they're afraid to tell on him, they're afraid to take action," Ferman said. "And they believe – not accurately as I point out – but they believe that nothing will be done because he carries this badge."

Pennington is being held on $2 million bail.
