Philadelphia Police have arrested Carlos Figueroa Fagot in connection with the attempted kidnapping a young girl in South Philadelphia Tuesday afternoon.

Neighbors confirmed to Fox 29's Dave Schratwieser that Figueroa Fagot was led out of his North 8th Street home at approximately 9:31 Thursday morning.  Prior to him being taken away in handcuffs, police were on the block removing a white vehicle, similar to the white, 4-door car seen in the surveillance video of the incident.

This story began on the 2400 block of Lee Street in broad daylight as a young girl and her little brother were walking down the street.  You can see in the video, a man grabbing the girl and trying to take her into his car.

It was all captured by a local security camera. The disturbing video has prompted a public outcry from South Philly neighborhood where it occurred.

Fox 29 obtained this exclusive video of Figueroa Fagot's arrest.  He told police he couldn't, "Walk, talk or breathe on the streets" when details about the case were released.

Fox 29's Dave Schratwieser spoke with the victim's parents, now that the accused predator is locked away in jail.  Chris Payne is proud of his little girl and told Dave about how he taught his daughter to "fight tooth and nail."
