Child Found Living In Newark House Of Squalor

New Castle County Police have arrested 49-year old Sandra Kelsch and her husband, 48-year old Edward Kelsch and charged them with endangering the welfare of a child.

Last Friday, police responded to the 800 block of Chambers Road in Newark, Delaware on an assist request from the SPCA.  

Armed with a search warrant, the officers entered the home.  The officers report that they smelled urine and found the house in "deplorable conditions."

Detectives found numerous dogs, cats, ducks and rabbits living in the home and freely urinating and defecating on the hardwood floors and walls.  The entire house, including the refrigerator, was infested with flies.

Some of the dogs lived in the garage and were found in poor health.

The division of Family Services was called in once police learned there was a 12-year old child living in the house.

The home was condemned and the child was taken to AI DuPont Hospital for Children. The child was medically cleared and temporarily placed with relatives. 

The couple has been arraigned and were released on $500 bail.
