Questions Raised About Person Of Interest In Officer's Murder

While police say their person of interest was caught on tape in the murder of Officer Moses Walker, they have yet to go public with his name.

They even say they believe he's the trigger man who pumped three shots in Officer Walker, but still, he has not been charged.

"We have to work with the DA to make sure we have sufficient probable cause to justify the charges," explained Comm. Charles Ramsey.

But while they build their case against him and search for a second person of interest, questions are being asked about why this guy, the person of interest in custody, was even on the street in the first place.

"He's a thug, a career criminal," Ramsey said. "I don't know what else I can say about him."

Court records indicate he's been arrested several times on robbery and gun charges and served four years in prison. On July 25th, a judge ordered him on house arrest, monitored by an electronic ankle bracelet. The only problem is he wasn't wearing any electronic monitoring device when he was arrested Wednesday.

"Right now we're focused on catching the second guy and getting charges and not all the woulda', coulda', shoulda,'" Ramsey added.     

The judge was on vacation and unable to answer questions, but a clerk for President Judge Pamela Demby who issued a warrant for the convicted criminal's arrest on Wednesday, says after an inmate is released from prison on house arrest they are supposed to be fitted for electronic monitoring immediately,  unless one isn't available.

It's unclear if the man in question ever got one.

"I won't talk about that right now," said Homicide Unit Captain James Clark.

Meanwhile police continue to patrol the area where a second person of interest lives. His last known address was on the 1400 block of North 23rd Street, not far from the murder scene.

"We're tracking that individual and we feel like we'll have him very soon," he predicted.

Sources say the person of interest in custody failed drug tests on Aug. 10th and Aug. 15th after he was released from prison. There was no explanation as to why he wasn't returned to prison after those results. There is still a $118,000 reward for information leading to the arrest of the killers.
