21 Dogs Rescued From Illegal Breeding Operation In Mayfair

PHILADELPHIA -

Two people out of Philadelphia's Mayfair section were cited for 42 counts of animal cruelty after Pennsylvania SPCA officers rescued 21 dogs from an illegal breeding operation.

According to the SPCA, officers removed the dogs from a home on the 4300 block of Benner Street on Thursday.

The SPCA says some of the dogs, which included Jack Russell terriers, Shih Tzus, labs and a beagle among others, were ill or exposed to other ill dogs.

"We want to send a strong message that illegal breeding operations will not be tolerated," George Bengal, director of Humane Law Enforcement said in a statement.

"Unfortunately, the recidivism rate with illegal animal breeding remains high, and animals are suffering."

The SPCA says 34-year-old Kristie Mitchell and 27-year-old Daniel Carlin were cited. Officers say they initially visited Mitchell earlier this week and removed a dog and a cat.

Officers say they have statements that at least seven other dogs died at the location in the past several weeks.

The dogs are now undergoing evaluation and treatment. They will be placed with rescue organizations to recuperate before they are placed in homes.
