PHILADELPHIA -
Mayor Michael Nutter says city offices, city courts and federal courts will be open for business Wednesday after being closed for the past two days due to Sandy.
Nutter made the announcement during a Tuesday afternoon storm briefing from City Hall.
Sandy made landfall in New Jersey on Monday around 8 p.m. and made its way into Philadelphia later in the evening.
The mayor thanked emergency responders, who went out to 1,300 incidents in Philadelphia on Monday night, shattering the old record of 1,000 incidents set during Hurricane Floyd in 1999.
Nutter says that, as of now, 65,000 Philadelphia homes are without power. PECO crews continue to work to restore power to the affected neighborhoods.
As for mass-transit, most SEPTA buses, subways and trolleys were back in service by noon Tuesday, an achievement Mayor Nutter called "spectacular."
Regional Rail is scheduled to resume Wednesday morning.
SEPTA began the inspection process at 6 a.m. Tuesday morning and by 11:15 a.m. announced service would resume.
The mayor says all mass-transit service is back online in the city, with the exception of bus route 55.

Thursday weather looks damp and stormy. It will be mild and muggy to start with spotty showers early followed by afternoon and evening storms. Highs in the upper 70s with winds out of the SW 5-10 mph. Some of the storms will produce locally heavy rain and gusty winds.
This system is from the same cold front that caused the midwest tornadoes. It will also usher in cooler air for the holiday weekend.
