CHICAGO (FOX 32 News) -

A south suburban woman who abducted her young child for the second time was arrested in Memphis, Tenn., Friday morning.

Taneil Curtis, 32, is accused of kidnapping her 21-month-old son during a supervised visit last month.

A Department of Children and Family Services employee was supervising Curtis and the boy when Curtis asked to get water for her son then ran out the door with her child, sheriff's police said.

"She showed up at a McDonald's in South Holland with a U-Haul van being driven by a sex offender, while she herself had four active warrants at the time," Cook County Sheriff Tom Dart said.

South Holland Police eventually arrested that sex offender, Curtis' boyfriend Kirk Alexander, but couldn't locate Curtis. That is until Friday morning where she was arrested in Memphis, Tennessee.

"The facts of this case are horrifically troubling," Dart said.

Dart wants to know why the Department of Child and Family services would allow a mother with four outstanding warrants to see her son, when she has already kidnapped him before.

Dart says back in 1998, Curtis had her first child. Her parental rights were terminated. Then in 2008, she had her second child where shortly after she reportedly tried to run over a DCFS worker with the baby on her lap. Then in 2009, she had her third child.

When her fourth was born at Ingalls Hospital in Harvey, authorities say she kidnapped her baby. The two were found a few weeks later in Hammond, Indiana.

DCFS released a statement about the most recent kidnapping: "This visitation was supervised by a veteran staffer of one of our nonprofit partners, who immediately called 911, and police arrived within minutes."

"Do I think this is isolated? No, I don't. And so I think this calls for something that from top to bottom the system is analyzed and we make sure of it," Dart said.

Alexander, 35, remains in Cook County Jail.
