Family, Officials Appeal Robb Parole Decision

NORRISTOWN, Pa. -

Officials in Montgomery County say the decision to release a confessed killer was made illegally.

Rafael Robb pleaded guilty to voluntary manslaughter in the beating death of his wife, Ellen, back in 2006.

He was sentenced in 2008 to five to 10 years in prison, and the parole board is set to release him later this month.

But Montgomery County District Attorney Risa Vetri Ferman says the parole laws are very clear, and the board didn't follow them.

"The law is designed to protect victims and, in this case, the decision was made without giving the victims their opportunity to be heard," she said.

Robb was once a tenured economics professor at the University of Pennsylvania.

He said in court the killing happened in what he called a moment of madness.
