PHOENIX (AP) - Two of three bills targeting public employee unions failed to make it out of a House committee after opposition from police and fire unions whose supporters packed the room led two key Republicans to oppose its passage.

One bill that did pass on a 6-3 party line vote Tuesday was sponsored by the chairwoman of the committee. Rep. Michelle Ugenti's bill forcing each city or town to take a public vote on collecting union dues through paycheck deductions passed even though the same two fellow Republicans expressed deep concern about its reach.

Arizona Police Association executive director Levi Bolton labeled the bills as union busting efforts.

The two bills that didn't move forward would require employee union negotiations be done in public and the second would ban so-called release time.
