Illinois Gov. Pat Quinn is giving himself a little breathing room on proposing a state budget.
The Democrat signed legislation Tuesday that delays until March 6 his annual address to a joint session of the General Assembly.
State law required him to propose by Wednesday a budget for the fiscal year that begins July 1. But he would have had the ear of only half the Legislature. The House is in session Springfield this week, but the Senate isn't.
The law has been changed in each of the three previous years to accommodate changes in budget scheduling.
Quinn will likely focus on the still-unsolved public-employee pension crisis. The state also has $9 billion in overdue bills.
