PHILADELPHIA -

After a young couple was arrested for stealing two police vehicles Tuesday, Police Commissioner, Charles Ramsey came into the FOX 29 studio to talk about the incident.

"It's unusual to say the least," the commissioner said, adding that he has seen cop cars stolen before but never two in a row.

Ramsey was in Washington at the FBI headquarters when police say 23-year-old Shayna Sykes and her boyfriend, Blake Bills, led officers on a high speed chase through Fishtown on Tuesday. Ramsey didn't find out about it until a few hours after the situation had been contained.

Officers are trained to put police cars in park and take their keys with them if they need to get out of the vehicle. But Ramsey said the reality on the street is that when officers are making felony stops or are in pursuit of someone, they jump out of the car and may forget to take the keys with them.

"That's a training issue," he said.

Ramsey said the carjackers are vicious people with several charges against them, and that he hopes they will go before judges in Philadelphia and Camden that will impose maximum penalties on them.

"They are a danger to a community even when they are not driving," Ramsey said, "let alone when they are behind the wheel in a stolen vehicle."
