In a one-on-one interview with FOX 2's M.L. Elrick, Mayor Dave Bing said on Thursday he believes there is no doubt in his mind that an emergency manager is coming. "We better figure out how to work with that person as opposed to against that person. I think now that the state is going to do this, I think you need the state as your partner," Bing said.
Just five critical days remain for the city council to put together a powerful argument to convince the governor that Detroit does not need an emergency manager.
A hearing on Tuesday in Lansing will give them 30 minutes to make their case. Municipal attorney Patrick McCauley says the council's argument would have to be more than a little convincing. "I think the governor is going to give them a fair and considered hearing, but my sense is that they're really going to have to pull a rabbit out of the hat to convince the governor that his initial take on this was incorrect or that he ought to reconsider it, " McCauley said.
The council voted on a resolution Wednesday appealing the state's declaration of a financial emergency in Detroit. That's an appeal that Mayor Dave Bing says he wants no part of, adding that he believes the fight against an Em is over.
But does the council have the legs to stand on its own with their appeal? McCauley says the governor likely will not change his mind despite the fact that some believe this is a civil rights issue. "In the governor's mind the voters put the council in place but they haven't done the job. So I think the governor said, thank you voters for doing that but we have to move in a different direction at this point," McCauley said.
Meanwhile, protesters plan to gather in downtown Detroit Thursday evening to show their opposition to an expected emergency manager in the city. Demonstrators plan to gather at 211 Fort St. at 6 p.m. for a candlelight vigil.
