DETROIT (WJBK) -

Demonstrators hit the streets of Detroit on Thursday and protested the likelihood that an emergency financial manager will be taking over the city's finances.  Meanwhile, city council is preparing for its appeal next week in Lansing.

"I don't give up," said Detroit City Council President Charles Pugh.

Pugh and most of the council are gearing up for what will be their last stand before the governor likely appoints an emergency financial manager, and they're making the move without the mayor's support.

"We need to stop BS'ing ourselves, quite frankly, and get on with this because all we're going to do is hurt the citizens of Detroit," Mayor Dave Bing said Wednesday at a news conference.

"Where's his fire?  Where's his leadership?  Where's his vision for Detroit?  How long is he even going to be here?" Pugh said.

Detroit will have 20 minutes during a hearing next Tuesday where they will lay out their case against an EFM.  Pugh said their argument is pretty simple.

"We do have a financial emergency, but that an emergency manager is not the only one who can fix this issue," he said.  "The plan is in process, so why stop the plan?"

The state's team will have 20 minutes to lay out its argument, and both sides will get an additional ten minutes for rebuttal.  The governor will then make his decision.

However, the mayor and so many others say it has already been done, and it's time to move on.

"There's no doubt in my mind that an emergency manager is coming," Bing said Thursday.  "We'd better figure out how to work with that person as opposed to against that person."

"I'm still fighting because the law allows it and it should be done.  It's the right thing to do," said Pugh.
