Hurricane Sandy killed 43 people and in New York City left thousands homeless and a million people without power. Mayor Mike Bloomberg had Deputy Mayors Gibbs and Holloway review the city's response in terms of preparedness and short term recovery.
How did the city do? Holloway said the city's response was "strong and effective" but that the review showed that the city can do more.

Holloway called for more power lamps and alternative energy sources for traffic lights that went dark. But he insisted the 911 emergency phone system will work if people would call 311 for non-emergencies even though many said they could never get through to 911 during Sandy.
