FOX 29 Getting Results: Blocked Street

PHILADELPHIA -

It was September 8th of last year, but Denise Quick remembers it like it was yesterday.

"I didn't know what that was- I was in the house and you just heard this loud boom and I thought, 'this is too loud to be thunder,'" remembers Quick.

In fact, it was a partial building collapse, the walls of an old commercial garage at 6039 Pine Street gave way, burying the sidewalk in bricks and debris.

Denise says police and firefighters were joined on the scene by the Department of Licenses and Inspections, which promised to clean up the mess.

"And they did- they came out that night. Late that night they had a contractor come out and clean it up, but that part fell and they didn't take that," says Quick.

That was ten months ago.

The mess, and the fencing to block off the sidewalk- have been there ever since.

Pastor Rebecca DeLoach runs the Bible Union Fellowship church right next door to the fenced-off brick pile.

Worried about congregants forced to walk into the street- into traffic- to get around the fencing, she petitioned City Hall for help, without success.

"311 we've called a number of times. We keep calling and they said it's already in, they're waiting, there's nothing they could do, and that's because everything's in the hands of the owner of the property," says DeLoach.

That would be Kevin Bunch.

L&I says he's responsible for cleaning up the mess, they've been fighting with him for 10 months to do just that.

City records show Bunch owes more than 20-thousand dollars in delinquent property taxes on 6039 Pine Street.

I called him, looking for answers, but had to leave a message...

While the city and property owner fight, the folks on Pine wait for someone to do something.

"And it's just been here way too long. When all they need to do is clean this up, push this fence back and free up the sidewalk. It's just a safety issue," reflects Quick.
