NYPD officers kill armed 14-year-old

Police shot and killed a 14-year-old boy in the Bronx and officers sat they had no choice to open fire -- but the family for the boy disagrees.

People in the Bronx neighborhood were talking about what happened to the teen gunman.

The NYPD says police officers had no choice but to shoot after he refused to drop his gun and pointed it at officers.

Police released two surveillance videos Sunday evening that show a man they've identified as Douse, wearing a white T-shirt and jeans, fire at a group of men standing outside a bodega and then chasing after one of them. Police said Douse fired four shots in all.

"The officers ordered Douse to drop the gun but instead he fired another round," NYPD Commissioner Raymond Kelly said at a news conference. "It is undetermined at this time whether he fired at the officers or a fourth time at the unknown male who had just run past the officers."

"What happened to the kid? Who was with the kid? It’s a whole bunch of stuff to it and no one can tell us nothing. Just that the cop shot my nephew in the head,” said Quwana Barcene, the boy’s aunt.

Relatives of 14-year-old Shaaliver Douse are questioning what happened, but the NYPD says the incident and police response was quite clear. Police say around 3:00 a.m. Sunday, two rookie officers heard gunshots near East 151st Street and Courtlandt Avenue in the Melrose section and saw the boy running after someone with a gun in his hand.

Police Commissioner Ray Kelly say Douse did not put down the weapon when ordered to do so by police. An officer fired, striking him once in the jaw – killing him. Kelly says the officer’s actions saved the intended target’s life.

"We have not identified this individual, the target with the black shirt and yellow writings. We ask anyone with information to call our tips hotline at 1-800-577-TIPS (8477),” said Commissioner Kelly.

Law enforcement sources tell Fox 5 it was not the first time Douse had fired a gun.  NYPD surveillance video from May shows an incident when the 14-year-old allegedly shot another teen.

He was charged with attempted murder in that incident, but the charge was downgraded to a weapons possession charge after key witnesses recanted their testimony.

Douse was supposed to go back to court later this month. Some are wondering how he was able to get another gun so quickly.

"Ninety percent of guns we confiscate are coming from out of state. Now we don’t know the history of this gun, a 9 MM manufactured in Spain,” said Commissioner Kelly.

Outside his mother’s apartment in the Morris Housing Development, family and friends stopped by.

"Rest in peace, love you bro – that’s it,” said a friend.

Residents who were too afraid to go on camera told Fox 5 that a man was going around the neighborhood and strongly encouraging them not to talk to police.
