Family wants officers fired after tasing caught on camera

The family of a man who died after a run-in with Phoenix Police is calling for the officers involved to be fired.

Part of the incident was videotaped by a man who took out his cellphone and started recording.

At the advice of his aunt, Jose Segundo went to check out why police were at a nearby apartment complex on July 28.

But, it's what he captured on his cellphone video that has everyone talking.

The video starts with 44-year old Michael Ruiz sitting on the roof of an apartment complex near 23rd Avenue and Campbell on July 28.

Segundo, who lives near by, recorded a video on his cellphone of officers tasing the Ruiz.

"As I watched it, I couldn't really believe it," said Segundo.

Police say they were called for a person damaging an apartment.

Part way through the recording, Ruiz slides off the roof and later gets tased as police order him to stop resisting.

"To me, he wasn't like, resisting. It was more fighting to breath and stuff like that. You could actually hear his cries for breath. He actually said, 'You guys are killing me'," said Segundo.

Segundo says what you don't see on the video is, before he started recording, police actually tased Ruiz while he was standing on the roof.

"They tased him...point blank. It actually hit him, he took it out, like it didn't phase him, but it could have phased him. He could have easily fallen off right there, off a two story building," said Segundo.

Later, the video shows Segundo's limp body being taken down the stairs, his face hitting the steps.

Segundo says days later, the Ruiz' family came with an attorney to look at his video.

'They couldn't believe it. The brother started crying. He walked away, he couldn't watch it, the dad started crying too," said Segundo. "I didn't realize the extent of it until I asked, 'Is he alright?' They said,'No, he's not going to make it'."

Ruiz died at the hospital five days after the incident.

His father says an EMS report reveals his son was tased five times and he's pushing for the officers involved to be fired.

Segundo says he has no regrets about taking the video.

"I'm glad that I did more for the family so they can get closure on what happened and they can do what they have to do with the police officers, file a lawsuit, whatever they have to do," said Segundo.

No one knows why Ruiz was on the roof of the building to begin with.

His family admits he has a history of drug abuse.

Phoenix Police say they're waiting for the medical examiners report to determine how Ruiz died.

Toxicology results could take 6 weeks.
