The Philadelphia Water Department vehicle was parked on the 1400 block of Frankford Avenue on Aug. 13 around 1:30 p.m. when the surveillance camera recorded the man taking it.

Two hours later, the vehicle was found un attended at Broad and Thompson streets.

Police described the suspect as a black male between the ages of 30 and 32, with a goatee and close-cut hair, wearing a dark-colored shirt and light-colored pants.
