    Windows gutted, air conditioning units stolen, and piping stripped. Surprisingly, there are still people living in the apartment building where this is taking place. The question is, who's responsible?

Residents of White Hill Apartments in Detroit have had enough.

Weeks ago, the place was stripped. The first floor flooded because the water tank was stolen. Residents still have no running water or gas because the pipes were also stolen. They say the former manager is to blame.

"It's the manager, who was running the building. He didn't care about no one who was staying here. [He was] getting copper, getting the refrigerators and stoves just to scrap it," former tenant Ariane Anderson tells Fox 2.

Fox 2's Alexis Wiley obtained cell phone video of some guys loading pipes into a van. Tenants say the guy behind the wheel is the former on-site manger, Tyrone Nelson.

The manager denied it, and so did a tenant also caught on camera.

The building's been sold a number of time this year.  An Australian company recently bought it on a land contract.

As for the people still living inside, they say they can't afford to go move-in anywhere else.
