Michigan lawmakers have proposed a bill that would give a license to bars in a city's central business district allowing them to serve alcohol until 4 a.m. In order to obtain the license, the business would have to pay an annual $10,000 fee and obtain extra security and security cameras.

The Detroit Free Press reports 85 percent of that money would go to local police departments, 10 percent would go to the Liquor Control Commission and five percent to the local unit of government.

Some local business owners say the idea will increase revenue like in bigger cities such as Chicago and New York. But others aren't too sure.

"I think we are not ready for 4 o'clock, yet. In Chicago, it works because there's so many people out there. But here, even at 2 o'clock, we don't have that many people out," one bartender tells Fox 2's Ron Savage.

The bill is in the discussion stage of the Senate right now. The bill's author, Sen. Virgil Smith of Detroit, says his goal is to get the bill to the House and Senate for a vote before the end of this year.
