2 Women Arrested For Child Endangerment

DELAWARE COUNTY, PA -

Delaware County Police say children were forced to live in conditions that wouldn't even be fit for animals.

Officers say they found two children 8 and 9-years-old inside living in filth. Investigators say they were delusional and didn't even know their own names.

Investigators say roaches were crawling everywhere and the ceiling looked like it was about to collapse.

The Upper Darby Police Department says Delaware County Youth Services have been trying to check on the welfare of a little boy and possibly a second child here at this home for months but no one ever answered the door.

Yesterday detectives got a court order to force their way into the home.

At first they couldn't even get in. The windows were padlocked shut and furniture blocked off the doorways. Once inside that's when investigators found the two boys in bed with no clean clothes in sight.

Police say the children haven't been to school since last year.

"Those children don't have a chance unless they're taken out of that environment. They were deprived. Who knows what else occurred in that house, "Upper Darby Police Superintendent Michael Chitwood said.

Two women are facing felony charges including endangering the welfare of a child. Police say 30-year-old Tiffanie Hardy is the 8 and 9 year old's mom and aunt. 54-year-old Cosette Carter Hardy is the children's grandmother.

The 8 year old had been placed in the hands of youth services. The 9 year old is now living with his biological mother.

The home has been deemed unlivable.
