Dispatcher And Manchester Police Officer Help Deliver Baby

Manchester Township, N.J.- A Manchester police officer received an unexpected call on Thursday night from Emergency Medical Dispatch.

Ocean County Sheriff’s Department Office of Public safety telecommunicator, Alia Hartman, a 9-year veteran, received the emergency 9-1-1 call at about 11:45 p.m. Thursday, April 17th.

The call reported that a woman on Amsterdam Avenue was in labor.

Hartman was able to instruct the family on what to do until an officer arrived on the scene.

Officer Joseph Fastige, who was on patrol just a few blocks away, arrived in a few minutes to help.

Along with the child’s father Jason Roach, Officer Joseph Fastige assisted with the delivery, which only took 3 minutes after the officer arrived.

During birth, Officer Fastige said he noticed the umbilical cord was wrapped around the child’s neck.

Thankfully, he was able to get his fingers around the cord and safely unwrap it.

“Doctor 398 delivered the baby successfully,” an officer said over police radio transmissions moments after the birth, referring to Officer Fastige by his Police badge number.

Officer Patrick Mabie, a trained Emergency Medical Technician, arrived shortly after Officer Fastige and ensured the child’s airways were properly cleared. Followed by MONOC Paramedic’s and Manchester First Aid, who administered first aid, which included cutting the cord.

The mother, Dawn Roach, 31, and her newborn son, Jason O’Jon Roach Jr, were transported to Community Medical Center in Toms River.

“It was a scary and awesome experience all the way around. It was something that you never think will happen, but sure enough it did,” Officer Fastige said.

Capt. Lisa Parker commended the efforts of everyone who worked together in a very stressful situation. “Though officers have basic training on child birth, it is uncommon they encounter this type of call over the course their career. We’re proud Officer Fastige was able to act quickly, taking control of the situation and ensuring a successful delivery. We wish the family all the best,” Capt. Parker said.
