FOX 29 Investigates: Port Authority Assault Allegation Update

Fox 29 has "learned" that top executive in the Philadelphia Regional Port Authority, Robert Blackburn, will face some action as a result of the alleged incident last year.

However, that action seems to raise still more questions.

Fox 29's Jeff Cole reports.

The meeting was opened and immediately called into a closed door session to grapple with the allegations of the ugly incident between authority staffers, but within minutes while we waited in the hallway a security guard ordered us out saying he was told we weren't wanted inside.

The officer even carried some of our equipment into the lobby.

An authority official came down to the lobby and quickly got us back upstairs claiming there had been a mistake.

About a half hour after the meeting was shut, it was reopened.

The Port Authority's board went into executive session to figure out what if anything to do with its Senior Deputy Executive Director Robert Blackburn, who's alleged to have stuck fellow authority worker, Lindsay Mulgrew, in the face in the early morning hours of December 6, 2013 along 3rd and Snyder in South Philly.

The incident was documented in the Philadelphia Police Department report in which the officer writes he saw a bruise on Mulgrew's face.

Fox 29 first reported the story last month.

The authority has spent 20,000 to hire a law firm to investigate and Tuesday said this about the case.

But Fox 29 Investigates has learned Blackburn, who earns nearly 153,000 a year, will have a letter placed in his file warning him another incident could lead to his firing.

Fox 29 has also been told the authority plans to tighten its internal policies dealing with similar issues.

Charles Kopp, the head of the board of directors, declined to comment on what he says is a personnel matter. Robert Blackburn has not returned our call for comment.
