Police Arrest Second Suspect In Shooting That Killed Toddler

Homicide Detectives confirm the arrest of 22-year-old Brandon Ruffin at the 5300 block of Bloyd Street in Philadelphia's Germantown secction. He was arrested by U.S. Marshals on Monday night.

Police identified Ruffin as the shooter who allegedly killed 3-year-old Tynirah Borum while she was getting her hair braided on a porch on the 1500 block of Etting Street in Grays Ferry Friday night.

Police say Ruffin and an accomplice, 22-year-old Douglas Woods, arrived by bicycle at a home on  Etting Street around 9:40 p.m. on Friday night.

"The one male was actually riding the bike, and you would have had the shooter actually sitting on the handlebars. He pulls up, has a real brief conversation with the 24-year-old male, and then pulls out a gun and fires several times,” said Captain Clark in a press conference on Monday.

When police arrived they found 3-year-old Tynirah Borum with a gunshot wound to the chest, and she was later pronounced dead.

Police said the target of the shooting, a 24-year-old male, was taken to the hospital in critical condition with a gunshot wound to the head.

A 28-year-old female was shot in the left arm, and a 21-year-old male was hit in the right leg. Both were in stable condition

Police chased the suspects and caught Douglas Woods quickly. Woods, 22, of Philadelphia, has been charged with murder, 3 counts of attempted murder, and other related charges.

There was a $20,000 reward for information, leading to an arrest. No word on if anyone claimed the reward.
